Dr. med. Winkler absolvierte sein Medizinstudium an der Universität Wien und promovierte im Jahr 1982. Seine Facharztausbildung für Orthopädie und Orthopädische Chirurgie schloss er im Jahr 1991 ab. Er ist Mitglied der Österreichischen Ärztekammer und verfügt über das ÖÄK-Fortbildungsdiplom.
