Todoroff studierte an der Universität Wien zum Doktor der gesamten Heilkunde und absolvierte seine postpromotionelle Ausbildung an der Universitätsklinik des Allgemeinen Krankenhauses Wien. 1997 belegte er die Ausbildung zum Facharzt für Plastische, Ästhetische und Rekonstruktive Chirurgie.
Er sammelte unter anderem Erfahrung als leitender Oberarzt an der Abteilung für Plastische, Ästhetische und Wiederherstellungschirurgie im Krankenhaus der Barmherzigen Brüder, Salzburg, als Konsiliarfacharzt im Krankenhaus der Barmherzigen Schwestern, Wien sowie als Facharzt im Krankenhaus der Gemeinde Wien – Lainz.
