He graduated from the University of Aberdeen in 1998 and completed his surgical training in Scotland. He subsequently earned an MSc in Orthopaedics from University College London and completed specialist orthopaedic training at the Oxford Deanery in 2012.

Following his training, Mr Kugan undertook a Foot and Ankle Fellowship accredited by the British Orthopaedic Foot and Ankle Society (BOFAS), an International Fellowship under Professor Beat Hintermann at the Centre of Excellence for Foot and Ankle in Switzerland, and a Frame Fellowship at the Nuffield Orthopaedic Centre, Oxford, under Professor Martin McNally.

With 14 years of consultant experience, he manages a broad spectrum of foot and ankle conditions, including ankle replacement, toe joint replacement, bunion correction, ankle arthroscopy, ligament and tendon repair, midfoot and hindfoot fusion, rheumatoid foot surgery, flat foot correction, and complex trauma such as calcaneum, talus, Lisfranc, and pilon fractures.

Mr Kugan has introduced several advanced techniques in the Trust, including bridge plating for Lisfranc injuries, Talus Hemicap, matrix implantation for osteochondral defects, and hamstring reconstruction for deltoid ligament injuries. His practice combines ankle replacement, complex reconstructive surgery, trauma management, and innovative foot and ankle interventions in both NHS and private settings.
